Software Package Software (SW) used for effective use of a Situational Centre can be classified as follows:
Utility software is used to control all computer equipment and terminal devices. They provide interaction between all hardware elements of the Situational Centre. Utility software enables maintenance of information display scenarios and operational management of these scenarios requiring a number of coordinated actions related to hardware management of the Situational Centre. It also allows effective management of practically all operating modes of audio-and-visual and other systems. Operation of a Situational Centre is normally maintained by a standard license software or software developed by companies responsible for equipment of Situational Centers.
Software Used for Data Processing and Analysis Various types of application software are used depending on functions performed by Situational Centre and nature of incoming information. This software includes program systems for mathematical and statistical analysis, modeling, image processing and analysis etc. ERS data (satellite images) are basic and promising sources of spatial information for Situational Centers. The capability to operate both vector and raster data essentially expands the field of application of geoinformation systems. The above mentioned advantages present unique possibility to use GIS for solving a wide variety of tasks involving analysis of events and occurrences, forecasting of their probable consequences, planning of strategic decisions. This is just what a Situational Centre is meant for. The tools used for construction of geoinformation systems are GIS-applications, i.e. special software products.
